Youth Government begins its work with ministers' meetings



Youth Government has begun its actual work by meeting some ministers in the Egyptian government, in order to identify the methods of work of the ministries, programs and projects sponsored by each Ministry. In addition the youth government asked some questions about the political and economical issues raised in these days, and they provided some suggestions and new insights about the performance of ministries and the development of projects and to put forward some alternative policies.

This is a part of the sequence of meetings the Youth Government is preparing to do with a group of officials in the provinces and localities, the Egyptian universities and governmental institutions, moreover, attending the hearings to discuss the law and committees of the Parliament and El Shura council in collaboration with some of the Egyptian and foreign civil society organizations, to identify some ways to develop the political performance of the Egyptian Government through training and adaptation of young cadres who are capable of giving modern political alternatives to suit the needs and priorities of the Egyptian citizens.

The Youth Government initiated the meetings with Dr. Ahmed Darwish Minister of Administrative Development, which welcomed the idea of the government altogether and stated that he is ready to assist the equivalent Minister of the Youth Government. He promised to repeat the meetings with the ministers for cooperation and exchange of experiences and ideas.

Darwish added that the idea of an equivalent government would be beneficial for the official government as it is very difficult for the Government to focus on all the details in all spots, a role which should be played by the equivalent government to draw the attention of the public opinion to the shortages in the performance of the government, thing which will help in developing their performance on the long run, especially if that equivalent government have an objective criticism.


The discussion dealt with several topics the most important one is about the regulations of government which runs the institutions successfully. During the coming period, the Ministry of Development is trying to apply these regulations on its administrative institutions to improve the services offered to the citizens. Darwish spoke about the programs of the ministry to develop the governmental services and to facilitate having them through the network and to develop the management systems and the resources to complete the national databases and the institutional training inside the governmental sector in general.

Another question about the new Law of the General Service, Darwish stressed that the new project entirely closed the doors of any mediators in either the contracts or the appointments. The Ministry listened to lots of the political and the public forces and also included their suggestions for the outlined law, which the Government is preparing for its submission in the Egyptian Parliament during the current legislative session.

The second meeting held by the government was with Dr. Mahmoud Mohi Eddin, Minister of Investment, who showed his mere pleasure because the Youth Government is concerned by the public affairs, despite the worry of most of the youth nowadays by establishing their own future and their concern about the means of living.

He noted that the Ministry of Investment is now concerned by many files, the most important one is to encourage the domestic, Arabic and foreign investment. Also they are concerned by the development of the non-banking financial services such as the stock market and the management of 153 companies in the business sector, which are assets of the country, moreover, raising the efficiency of some governmental contributions in the private sector.

The meeting discussed the outlining for the program of "The Ownership of Public Shares". He affirmed that there is no dispute about the basic principles of the project between the political potentials, but the diversity was in the policy of distributing the shares on the Egyptians, their age and the legality and constitutionality of the project articles. He stressed that the global financial crisis provided an opportunity to the experts, activists, political parties and the civil society to express their views and proposals.

In the same context, the youth government through Abdullah Helmy, a member of the economical group of the government, introduced an alternative project to the one re the Ownership of Public Shares which is the Public's Fund project. After the minister Mohieddin had listened to the initial explanation of the project, he requested from the Youth Government to held frequent meetings with a group of economical experts in the ministry to discuss the Project of Public's Fund and its full details.





Karim Diaa El Din, minister of investment in the youth government, raised some questions to the minister Mohi Eddin about the policy of privatization and the need to uphold some strategic industries such as iron, aluminum, sugar and fertilizers. He also asked a question about the cement factory, the Government is intending to set up for the needs of the market of cement.


The third meeting of the Youth Government was with Dr. Mufid Shehab, Minister of Legal Affairs and Parliamentary Councils, who expressed his pleasure with his meeting with a model of youngsters who are burdened with the affairs of their country, stressing on the role the young cadres play in the reform process. He praised the convention of dialogue and knowledge which is submitted by the Youth Government in their meetings with the officials.

Through the meeting the specialization of the ministry was discussed to review all the legal aspects of its projects and laws which the Government intends to put forward to the Parliament. As well as the role the Ministry plays in coordinating between both the government and members of the Parliament and El Shura Council.

The discussion dealt with the laws which the Government is preparing to present to the parliament, which recently ignited controversy at the media, such as the personal status law for Muslims. Dr. Mufid Shehab confirmed that the Government presented it to the Islamic Research Council and Al-Azhar before presenting it to the Parliament.


Shihab said that there are some important laws and legislation that have not yet completed by the government, so despite their importance, it will not be presented to parliament in its current session. At the forefront, the law of election, this means that the Parliament elections of 2010 will be under the rules of the individualism. As well as to the law of personal status of Christians, Shihab confirmed that it will not be issued until the Christian denominations fully agree on it texts. In addition to other laws which their texts are still controversial in the government along with the Policies Committee such as anti-terrorism law and the law of the organization of satellite transmission.

Anwar Esmat Sadat's, Founder Representative of Reform & Development Party, identifies a work plan to the Youth Government during the next phase to enable them to meet several ministers and governors, in addition, the co-ordination to attend the committees in the Parliament .
