دعى حزب الإصلاح والتنمية جميع أعضاؤة للتسجيل فى هذة الدورة التدريبية لتمثيل الحزب بها والإستفادة من هذة الدورة المتميزة والمفيدة من أجل خلق كوادر حزبيه قادرة على ممارسة العمل السياسى
في ظل تنامي أهمية التدريب في مجال حقوق الإنسان كإستراتيجية فعالة للحد من انتهاكات حقوق الإنسان ولبناء مجتمعات حرة وديمقراطية، ينظم مركز القاهرة لدراسات حقوق الإنسان الدورة التدريبية الرابعة لشباب الأحزاب و الحركات السياسية المصرية حول قضايا حقوق الإنسان بعنوان: "كوادر شبابية سياسية بخلفية حقوقية" وذلك في الفترة من 10 إلي 16 ديسمبر 2009.
وتستهدف الدورة التدريبية تعريف شباب النشطاء السياسيين بالمعاهدات الدولية لحقوق الإنسان وأحدث التطورات المحلية والدولية المتعلقة بقضايا حقوق الإنسان. وتتضمن الدورة التدريبية سلسلة من الندوات، والجلسات التدريبية، والنشاطات المتعلقة بموضوعات محددة مثل العهد الدولي للحقوق المدنية والسياسية، والاتفاقية الخاصة بالقضاء على كافة أشكال التمييز ضد المرأة، ووضعية حقوق المرأة في مصر، واتفاقية مناهضة التعذيب. ومن بين الموضوعات الأخرى التي تتناولها الدورة التدريبية: المعايير الدولية للانتخابات والنظام الانتخابي المصري، والحريات الفردية و الحقوق الشخصية، و البرامج السياسية الحزبية و حقوق الإنسان.

دعى حزب الإصلاح والتنمية "تحت التأسيس" في بيان بتوقيع السيد أنور عصمت السادات تسمنا نسخة منه لعقد محاكمة شعبية عاجلة إزاء ماحدث من إعتداءات مؤسفة على خلفية مبارة مصر والجزائر التى تمت فى الخرطوم 18 نوفمبر من إعتداءات جماهير الجزائر على المشجعين المصرين , بالإضافة لإعتداءات الجزائرين على أرواح وممتلكات المصريين فى الجزائر .

على أن تجرى المحاكمة الشعبية لكلا من وزير الداخلية الجزائرى إزاء الاعتداءات التى تمت على المصريين فى الجزائر , بالإضافة لوزير الإعلام الجزائرى لما تم من تصعيد حمله إعلامية شرسة ضد المصريين مما سببت فى هياج الشعب الجزائرى على المصريين , وأخيرا رئيس إتحاد الكرة الجزائرى بأعتبارة مسئول عن أحداث المنتخب الجزائرى , مع أهمية حضور السفير الجزائرى لهذة المحاكمة الشعبية .

ويقترح الحزب أن تتم المحاكمة فى نقابة المهن الرياضية , وإذا تعذر إنعقادها فى ذات المكان من الممكن عقدها فى نقابة المحامين أو الصحفيين . على أن تجرى المحاكمة فى القريب العاجل لما تسبب من أضرار وتوتر فى العلاقات بين البلدين .

Modified martial law and the suspicion of being unconstitutional

RDP in cooperation with the Egyptian Democratic Institute held a seminar on the amendment of the martial and national laws and the uncertainty about being unconstitutional, since it affirmed by Anwar Esmat El-Sadat, Founders Representative of RDP, that the recent amendment to the law tainted by suspicion of its unconstitutionality, where the police is a civilian body as mentioned in the Constitution and it is not applicable to apply martial laws on a civilian body. The said seminars come in the framework of the legislative Forum of the Party, which always discuss all laws and amendments suggested in the People's Assembly, taking into account the vision of civil society as well as the vision of the experts in laws to reach the laws which serve the Egyptian citizen.

Reform and Development Party "National Dialogue Initiative"

In an unsecured homeland and citizens who feel total insulation from their government, dialogue should be the beginning of the reform path and we are very pleased that the need for national dialogue has become a clear and urgent desire for all, even among the leaders of the ruling party, headed by Safwat Al-Sharif General Secretary of the National Democratic Party and Gamal Mubarak, Deputy General Secretary. Voices were raised calling for dialogue in the recent conference of the party. It was necessary for us to ask for the National Dialogue Initiative in order to open the way for each of those who are genuinely in need for dialogue to support this initiative and to begin quickly in serious steps to reform the nation.

We believe that in order to have a credible dialogue and to achieve its goals for all parties involved, so the Egyptians would feel the integration in the political process and to assure them that the government work for their benefit and also the government would know more about the priorities and needs of the people. Dialogue must be as follows: --

(Open dialogue)
Dialogue must be open to the entire political spectrum, and no one is to be deprived of participation. The participants in the dialogue should have an alternative vision that each participant should provide and also to propose an action plan re the issues, which are raised in the dialogue. And that is to indicate the seriousness and the desire for a constructive discussion.

(New dialogue)
Dialogue should open a new page of relationship between the various political parties, a blank page with no impurities or bad intentions which some may have or any preconceived and precedent ideas. Let's leave the past and the personal interests outside of the dialogue and unite the interests of the nation.

(Transparent dialogue)
For the interest of fairness and transparency of the dialogue it must be live on air, so that the management of the discussion in the open cases, trials and final conclusion of the discussion would be aired live. So that the normal citizen would be able to monitor (audit) the whole discussion for transparency and integrity, with the ability to participate through a number of interactive advanced solutions.


(Fair dialogue)
Dialogue must be fair and equitable for all. This must be handled by the session management between the rotated interlocutors, and each session should have a President to manage the dialogue and a Secretary for the codification of the points of agreement and differences in each session. Consensus between the president and the secretary should be made at each meeting between the participants in the dialogue for one session only. In order to ensure the participation of everyone in the dialogue fairly.

(Specified Dialogue)
In order to have successful, effective dialogue which would have a clear impact, it must be focused on specific issues, according to the priorities of ordinary people. It is possible that poverty issue would occupy the forefront of the dialogue, then the issue of the labor market, youth and educational issues, followed by health and then the issue of economical growth and equitable distribution of ownership and finally the issue of political and constitutional reform in Egypt.
These issues must be dealt with across several consecutive sessions for each case separately so all issues would be handled with great interest and care.

(Effective Dialogue)
In order to have an effective dialogue, it should be given under the auspices of the President of the Republic, that the President commences its implementation within the program and plan of the government. So the participants in the dialogue would exert more efforts in study and research as long as it will be implemented under the auspices of the

President of the Republic.

In light of the aforementioned, we hope that this initiative would be under the auspices of President \ Mohamed Hosni Mubarak. We also hope to hold this initiative in order to achieve a better future for Egypt and for all of us. But the initiative must begin and end before the upcoming parliament in 2010 so that the results of the initiative would be adopted in the new legislative term of Parliament. We hereby suggest that the center of decision supported by the Ministers Council would be the entity to coordinate the action plans submitted for dialogue by participants.

" علموا اولادكم السباحة والرماية وركوب الخيل ورووهم ما يجمل من الشعر" مقولة طيبة خرجت من فم أطيب مرادها أن الرياضة تهذب الأخلاق وتعلم الفرد كل ما هو جميل وتلزمه بالتمسك بالخصال الحميدة من تعاون وحب وإحترام وتنافس شريف ونبذ الحقد والكراهية وحب النفس.

وكما عودنا عالم الرياضة على وجود مباريات مصيرية وحساسة تتطلب إسلوباً ما فى التعامل معها لذا فهى تحتاج أيضاً لروح جماهيرية واحدة بعيدة تماماً عن التعصب. وعلى ذلك فإن الجولة الثانية لمباراة مصر والجزائر فى إطارالتصفيات الإفريقية المؤهلة لكأس العالم بجنوب إفريقيا عام 2010والمقررإنعقادها فى 18 نوفمبربالسودان الشقيق المتوقع أن تكون أكثر تعاطفاً معنا بحكم العلاقة التى تربط بين دول وادى النيل,هذه المباراة تحتاج منا إلى الصبر والسيطرة على النفس والتشجيع الدائم لأبطالنا أبناء الفريق المصرى لكى ,,,,,

نظهر أمام العالم بالشكل المثالى اللائق المعبر عن تاريخنا وأخلاقنا وحضارتنا ونشاهد جميعاً مباراة ممتعة نلمس فيها الآداء الجيد وروح التنافس والخلق الرياضى المصرى الذى يجعلنا نبتهج بكل لعبة جميلة مصرية أو جزائرية ,,, وحسناً فعلت بعض الصحف بإطلاق مبادرة وردة لكل لاعب جزائرى كدعوة ترسخ المبادئ والقيم الرياضية فى ذهن كل رياضى وخاصةً الرياضى المصرى الذى يعرف الجميع عن بلاده كرم الضيافة وحسن التعامل مع كل الشعوب.,, فعلينا أن نلتزم بروحنا الرياضية وسلوكياتنا الطيبة التى يشيد بها العالم والتى علمتها لنا الأديان السماوية .

وأن يكون الحشد الهائل لجموع المشجعين وحرصهم على الحصول على تذاكر حضور المباراة وتواجدهم من الصباح الباكر على أبواب إستاد القاهرة كإحدى النماذج اللافتة لنظرالمتابعين والمحللين مثال نود أن نراه فى تجمع المصريين من أجل الإصلاح والتغيير. كما نرجوآلا تنعدم ثقتنا فيمن حولنا وآلا يكون ذلك الإلتفاف قاصراً على الرياضة فقط لما لها من قبول وشعبية.... عموماً كلنا فى إشتياق للنصروتمنياتنا لفريقنا المصرى بالتوفيق حتى تكتمل فرحتنا

A statement on the voter registration

Since the voter registration started in the beginning of November till the end of January, RDP is calling the youth to go to the police stations to register in the election so they can get their voting cards and participate in the upcoming elections. This issue comes as a belief of the party re the importance of voter registration and the keenness to urge the citizens to participate in the electoral process. This action is to emphasize the call of the director of the General Administration of Elections in the Ministry of Interior for citizens aged between 18 to 30 years to get their electoral cards from police stations.

RDP also calls the Ministry of Interior to cooperate with the Ministry of Information to put forward a campaign targeting guidance for the youth on how would they register for voter and how to receive their electoral cards from the police stations, because of the fear of a lot of people to go to police stations, it would be better to make announcements to educate the youth in the TV channels and by urging them to receive their electoral cards and to register on the lists for those who are not adjoining and also by making posters and flyers to be placed at universities and police stations. This will be a guidebook for the citizens to know how voter registration is made and how to receive the youth electoral cards because of the accumulation of ballots for this age in police stations.

A statement to the Egyptian People's Assembly

We have been informed that the Committee of Defense and National Security at People's Assembly approved the amendment of the law No. 127 for year 1980 which concerns the Military and National Service. This gives the ability to the Police Force to use recruits from the military services holding middle education certificates or any other equivalent certificates from abroad, according to a request of the Minister of Interior Affairs and the decision of the Minister of Defense.

A sense of uncertainty arises regarding the constitutional deviation of this amendment because it is incompatible with Article 184 of the Constitution, which specifies that the police is a civil institution. Therefore, it complies the laws of governmental bodies and not the laws of the armed forces, the Constitution states in its articles numbers 180, 181, 182 that only the State is to establish the Armed Forces and that it belongs to the people and to protect the country's territorial integrity and security. It is not allowed for any organization or group to form military or paramilitary establishments (such as the police authority in the formation of the Central Security forces). We see that it is for good to subject thousands of youth to compulsory recruitment in police as we are seeking for a better future for the youth of Egypt.

Therefore, RDP proposed to set an appropriate number of the Central Security forces to work as employees in the Ministry of Interior Affairs as part of the administrative structure of the State and they must have all the privileges of a civil employee instead of their service for three years and then their release after their dedication in the performance of their duties. Also it is important to ensure the access of their materialistic and moral rights as end of service bonus and an appropriate pension. They may also be included to work for one of the other governmental institutions according to the period they spend working for the police institution and the Central Security Sector. The aforementioned comes to our concern about the future of the Egyptian youth.

السادات: الحكومة رفعت أسعار الكهرباء منذ شهرين

أكد أنور عصمت السادات وكيل مؤسسى حزب الإصلاح والتنمية "تحت التأسيس"، أن وزارة الكهرباء رفعت أسعار الكهرباء فى أكتوبر الماضى بنسبة تتراوح بين 5% و7%.

وأكد السادات، الذى نسب معلوماته إلى مصدر مطلع بوزارة الكهرباء، خلال بيان أصدر الحزب اليوم، أن الزيادة قد تمت بالفعل منذ شهرين تقريبا، وأن الحزب لديه فواتير تثبت أن هناك زيادة مفاجئة على سعر الكيلو وات للكهرباء دون الإعلان رسميا عنها.

وطالب السادات، الدكتور حسن يونس وزير الكهرباء والطاقة والقائم بأعمال وزير النقل، بالإعلان رسميا عن سعر الكيلو وات للكهرباء لستة أشهر الماضية، وبيان الزيادة التى طرأت على فواتير الكهرباء.
