Reform and Development Party "National Dialogue Initiative"

In an unsecured homeland and citizens who feel total insulation from their government, dialogue should be the beginning of the reform path and we are very pleased that the need for national dialogue has become a clear and urgent desire for all, even among the leaders of the ruling party, headed by Safwat Al-Sharif General Secretary of the National Democratic Party and Gamal Mubarak, Deputy General Secretary. Voices were raised calling for dialogue in the recent conference of the party. It was necessary for us to ask for the National Dialogue Initiative in order to open the way for each of those who are genuinely in need for dialogue to support this initiative and to begin quickly in serious steps to reform the nation.

We believe that in order to have a credible dialogue and to achieve its goals for all parties involved, so the Egyptians would feel the integration in the political process and to assure them that the government work for their benefit and also the government would know more about the priorities and needs of the people. Dialogue must be as follows: --

(Open dialogue)
Dialogue must be open to the entire political spectrum, and no one is to be deprived of participation. The participants in the dialogue should have an alternative vision that each participant should provide and also to propose an action plan re the issues, which are raised in the dialogue. And that is to indicate the seriousness and the desire for a constructive discussion.

(New dialogue)
Dialogue should open a new page of relationship between the various political parties, a blank page with no impurities or bad intentions which some may have or any preconceived and precedent ideas. Let's leave the past and the personal interests outside of the dialogue and unite the interests of the nation.

(Transparent dialogue)
For the interest of fairness and transparency of the dialogue it must be live on air, so that the management of the discussion in the open cases, trials and final conclusion of the discussion would be aired live. So that the normal citizen would be able to monitor (audit) the whole discussion for transparency and integrity, with the ability to participate through a number of interactive advanced solutions.


(Fair dialogue)
Dialogue must be fair and equitable for all. This must be handled by the session management between the rotated interlocutors, and each session should have a President to manage the dialogue and a Secretary for the codification of the points of agreement and differences in each session. Consensus between the president and the secretary should be made at each meeting between the participants in the dialogue for one session only. In order to ensure the participation of everyone in the dialogue fairly.

(Specified Dialogue)
In order to have successful, effective dialogue which would have a clear impact, it must be focused on specific issues, according to the priorities of ordinary people. It is possible that poverty issue would occupy the forefront of the dialogue, then the issue of the labor market, youth and educational issues, followed by health and then the issue of economical growth and equitable distribution of ownership and finally the issue of political and constitutional reform in Egypt.
These issues must be dealt with across several consecutive sessions for each case separately so all issues would be handled with great interest and care.

(Effective Dialogue)
In order to have an effective dialogue, it should be given under the auspices of the President of the Republic, that the President commences its implementation within the program and plan of the government. So the participants in the dialogue would exert more efforts in study and research as long as it will be implemented under the auspices of the

President of the Republic.

In light of the aforementioned, we hope that this initiative would be under the auspices of President \ Mohamed Hosni Mubarak. We also hope to hold this initiative in order to achieve a better future for Egypt and for all of us. But the initiative must begin and end before the upcoming parliament in 2010 so that the results of the initiative would be adopted in the new legislative term of Parliament. We hereby suggest that the center of decision supported by the Ministers Council would be the entity to coordinate the action plans submitted for dialogue by participants.
