With the launch of the Revolution's Parliament and on the first day, there are two main scenarios for organizing the tasks of the PA in the current period. The first is resorting to the old regulation of Mubarak temporarily until a new constitution is drafted. The second is preparing a provisional regulation for the parliament as soon as a new speaker is elected.
MP / Mohamed Anwar El-Sadat (Chairman of the Reform and Development Party) proposed on the PA today a provisional regulation based on a number of amendments that would support internal democracy in the parliament and expands its powers as a whole being a distinct entity without marginalizing any group and to guarantee the representation of all the members in the decision-making. It also ensures activating the parliamentary activity, the tasks of the committees and their legislative and supervisory roles towards the government and legitimizing the powers of speaker of the Council which were exaggerated by the former regime. The regulation also determines the administrative structure of the council that got used to serving just the ruler, addresses the mechanisms of invalid votes and legitimizes absenteeism and combining parliamentary with governmental jobs. This regulation will obligate the government to implement the decisions and recommendations that are issued by the Council.
El-Sadat assured that what he proposes is the best way to break loose from the current predicament that puts us face-to-face with a very important question posed by everyone: Which regulation will be invoked in the first and subsequent sessions? Add to this fact that the political and national powers along with the masses seek a parliament that can freely express their hopes and aspirations rather than working under the umbrella of the dilapidated Mubarak regulation.
