Based on the aspiration of the Reform and Development Party (under construction) about the future of Egyptian youth who do not hesitate to serve the country in various fields, especially the armed forces men who represent a protective shield for the security and safety of the country. We kindly ask you, Mr. President, to reconsider the constitutionality of the obligatory recruitment of thousands youngsters, in the sector of the Central Security Department which is under the supervision of the Ministry of Interior Affairs, away from the Egyptian security but their exploitation in maintaining your security and guarding the places of residence of the Ministers and Governors and other office sovereign holders in Egypt.
Especially since the Constitution stipulates in clause 184 that the police is a civilian institute, not a military one, therefore it applies the laws of governmental institute, not the laws of the armed forces. The Constitution provides in its clauses No. 180, 181, 182 that the only the Republic is allowed to form the armed forces and that it belongs to the citizens and its mission is to protect the country , its territorial integrity and its security. It is not allowed to establish a military formations or paramilitary forces (such as the police authority in the establishment of the Central Security camps). It is permitted to the Armed Forces to have a particular tactical organization to build the National Defense Council, which is responsible for the affairs of securing our country.
The Party proposes to appoint an appropriate number of central security personnel in the Ministry of Interior Affairs to be a part of the administrative structure of the republic. So to enable them to have all the characteristics of a government employee rather than serving for three years and then demobilize them after achieving high performance of their duties, and also to ensure their access to have their financial and moral
rights as an end-of-service bonus and as a retirement fund, or to work in other governmental positions by extending their operational duration in police and Central Security.
