In view of the ruling of the Administrative Court yesterday to halt the Parliamentary elections and the resulting referral of the electoral law to the Constitutional Court and the need to set new dates for holding the elections, Anwar El-Sadat (Head of the Reform and Development Party) proposed that president Morsi should use this opportunity to do the following:
Defining the powers of the Shura Council in the law-making process and legislation where it was asserted that it does not have sufficient capacity and experience qualifying it to deal with the new laws.
Restructuring the government and including elements with experience and competence along with some political forces and the opposition to form an interim government for managing the urgent economic crises, the deteriorating security problems and to manage the elections. It is clear that the current government will stay for several months until the Parliamentary elections are conducted.
Restructuring the institution of the presidency (the associates and advisers) to include legal and political expertise for helping the president in carrying out his duties without the condition of belonging to his brotherhood or party.
El-Sadat called on the president to consider quickly his proposals, which is a one-time opportunity, if he was really after reunion and national reconciliation.
