With the approach of the parliamentary elections, confusion of the voters escalates due to the mixed electoral system which will combine both the closed-list and the candidate-based systems. This will place the Egyptian voter in an unintended predicament and conflicting thinking because we never got used to that before. Anwar Esmat El-Sadat (founders' representative of the Reform and Development Party) launched an initiative under the title "The Electoral Culture at your Doorstep" aiming to encourage the Higher Elections Commission (HEC) -being primarily responsible for the coming elections- to quickly wrap an agreement with the telecom, electricity, water and gas companies in order to include some electoral awareness instructions to be printed on the back of their bills to help in raising the awareness of the voter about the electoral system and his role along with all the pros and cons.
El-Sadat stated that his initiative aims to extend the stretch of the electoral culture so it would reach every house in Egypt in the briefest time and at the lowest cost, not even exceeding the printing cost, which is very low that most of these companies already have instructions printed on the back telling people how to deal with them but all such instructions have become so repeated and known to everyone. Right now our real need is for increasing the awareness of voters in view of the new mixed system that will be applied, which calls for the easy implementation of this initiative that will bring great benefit to all.
