In response to the invitation of the President of the Republic of Egypt for holding the parliamentary elections, and his call today for holding a dialogue about the guarantees required for the integrity of the elections, the Reform and Development Party presents below what they consider to be real guarantees that can allow everyone to participate safely in this forthcoming democratic process. Without posing any unachievable conditions we thereby present:
First: our party hereby presents a real and important vision that can be applied in reality, namely; a committee for "integrity and transparency" that hinges on:
Forming a committee by orders of the President, with representation from each party participating in the elections, to oversee all the actions concerned with the part of the ministries linked to the electoral process such as the Ministry of Interior and Local Development. This committee will not work with the Higher Elections Commission (HEC) to ensure its independence.
They will have assisting teams in each governorate and this committee will raise its reports and inform the presidency about any irregularities on the part of the ministries. Through these teams they can also monitor any ensuing irregularities.
They will also be committed to declaring the final results in all the governorates and this way the participating parties will be both guaranteeing and supervising the process through their representatives in this committee which will ensure the integrity of the elections.
We have deliberately noted that the representatives of the committee must be only from the participating parties so the committee would never be accused of obstructing the electoral process.
Second: the presence of full judicial supervision at all stages of the electoral process, in such a way as to provide a judge for each poll and each sub-committee from the members of the judiciary body who are fully independent to avoid any fraud or any attempts to falsify the will of the voters.
- Stressing the importance to highlighting the IDs of the judges by hanging them outside the electoral stations in a prominent place to avoid any friction between the citizens and the judges.
- Setting clear criteria for selecting the administrative staff and assistants, while emphasizing the importance of diversifying them from different affiliations, sectors and according to administrative seniority.
- An electronic educational program and a test for everyone working in the field of managing the electoral process and a training program for the employees to raise their efficiency with respect to managing the electoral process.
Third: activating the legal text which gives the local and international civil society organizations the right to monitor the electoral process. This text should also call the Higher Elections Commission (HEC) to set the work rules of these organizations in following-up the elections, extracting permits and facilitating all matters related to this topic.
Fourth: assigning the task of securing the electoral process to the police and the military together, in order to secure the committees and stations from inside and outside and to protect the constituencies from any interference with the purpose of influencing the voters or disrupting the path of the electoral process.
Fifth: forming a judicial work group assigned with the task of coordinating between the courts and the Higher Elections Commission.
Sixth: increasing the capacity of the Higher Elections Commission regarding the mechanism of receiving complaints and dealing with them, through providing them with a decent and convenient place that has all the means and capabilities of modern technology to help them in managing the electoral process successfully.
- Obliging the Committee to issue a booklet to be distributed on the parties, before opening the nomination door, showing all the details related to the electoral process from beginning to end.
- Organizing the mechanisms for complaining from the Committee's decisions in a clear and fast way in addition to organizing the mechanism of appealing and settling those decisions before the administrative court as soon as possible.
Seventh: giving equal rights for the parties to present their electoral platforms through the state-owned media and the state-run newspapers, radio and internet based on one weekly television-hour for each party to present their vision as they wish. Same goes for the street Ads, the advertising spaces in newspapers and magazines, notifications about the party platforms through one weekly radio-hour, and a weekly page in the government publications.
- Allowing the TV channels and journalists to conduct live coverage for the events of the elections inside and outside the committees.
