This Letter was sent to the president by Anwar Esmat El Sadat, Representative of the Founders of Reform & Development Party, it will be published on El Dostor & El Masry El Youm Newspaper.

A letter to the ruler

Mr. President, the observers of the Egyptian political scene would find many anomalies that reflect the nature of the noticeable deterioration in Egypt within various fields, such as the political, economical, social, physical educational, service field, …etc, and possibly the most notable aberrant one, is the full control and domination imposed by the Policies Committee of the National Democratic Party and its Secretary, Mr. Gamal Mubarak since 2003 on all draft laws, operational policies and the ministerial decisions of the Government which is the Government of all Egyptians, not only the NDP government.

Mr. President, as you know, that the policy in thinking and preparing for the draft laws as well as the economical and social decisions which is adopted by the Policies Committee, years had proved the failure of many its theses presented by the committee and executed by the government, although some ministers were aware of the prior failure of these projects and policies and they were opposing it in secret, but they used to be obligated to the party and they prefer to remain silent, and they are always implementing the desire of your son and also to conserve their position and their interests.

Mr. President, this policy led to worsen the crises of Egypt, starting from the liberalization of the Egyptian pound's exchange rate and its peg to US dollar instead of having a currencies basket as the economically stable countries do, then the distorted constitutional amendments and the military trials of civilians, to the rise in prices announced by the Government through the Parliament, and even the random and unexpected presidential announcement to add the provinces of Helwan and 6th of October, Furthermore to the many laws which are disapproved by the public such as the law of increasing the legal fees, the draft law of the ownership of public shares and the teachers cadre, ending with the individual tax laws that triggered the anger of some professionals such as pharmacists. Besides the surpassing done by the Government and the lack of truth between the government and the public, as the government had built a wall between the

people and the deputies and those who are behind these ideas and the members of the Policy Committee.

Mr. President, The truth is that the Egyptian ministers are not expressing their own policies but they are only longing to express the policies of your son and they are enjoying his companionship in the Policies Committee which shaped Egypt during the current period, and furthermore the Parliament's Deputies are incapable to judge or ask them about their policies.

In light of the aforementioned, the deputies are forced to focus their anger on the government ministers who are fleeing in order not to attend the interrogation sessions of the parliament to avoid the foreseen clash due to the unplanned policies of the committee.

The visit of Mr. Gamal Mubarak, and the members of the Policies Committee to many countries including the United States of America in order to exchange views and make proposals on the future of Egypt and their boundless aspirations, as if they were representatives of all the Egyptians and not the legislative body of the National Democratic Party, an opportunity which is not available to other parties and national and public forces, in addition to they are not in a position of responsibility that people can control or judge them, thing which happens to all of us.

Mr. President, The right situation is, either that Mr. Gamal Mubarak, be selected to have the responsibilities of a certain Ministry or to be appointed as a prime minister and form the ministry from the Policies Committee in order to enable the people and the deputies to evaluate his policies and ideas and to judge him in case his steps mangled, rather than hide behind the government.
